छोटे उद्योगों को राहत, पीएम माेदी ने कई मंत्रियों के साथ की बैठक

नई दिल्ली। लॉकडाउन के कारण धराशाई हो चुकी अर्थव्यवस्था में जान फूंकने के लिए केंद्र सरकार दूसरे राहत पैकेज की तैयारी में है। सूत्रों के अनुसार सरकार एमएसएमई को पैकेज देने पर विचार कर रही है। साथ ही लॉकडाउन में नौकरी खोने वालों को भी बड़ी मदद दी जा सकती है। कंपनियों के लिए टैक्स हॉलीडे और अन्य उपायों पर भी विचार किया जा रहा है।

पीएम नरेंद्र मोदी ने शनिवार को गृहमंत्री अमित शाह, वित्त मंत्री निर्मला सीतारमण और विभिन्न मंत्रियों-अधिकारियों के साथ इस मुद्दे पर बैठकें कीं। कृषि और अन्य क्षेत्रों से जुड़ी चुनौतियों पर भी चर्चा की। अर्थव्यवस्था में तेजी और राहत याेजनाओं पर देर शाम एक प्रेजेंटेशन भी प्रस्तावित था। पीएम कुछ दिन से लगातार अर्थव्यवस्था पर बैठकों में जुटे हैं। शुक्रवार काे नागरिक उड्डयन, श्रम एवं बिजली मंत्रालयों के साथ बैठक की थी। इस दौरान निवेश आकर्षित करने सहित विभिन्न मुद्दाें पर चर्चा हुई। मार्च अंत में गरीबाें के लिए 1.7 लाख करोड़ का पैकेज दिया गया था।

राहत के साथ-साथ रेटिंग की भी चिंता
सरकार राहत पैकेज की ऊपरी सीमा तय कर सकती है। न्यूज एजेंसी रॉयटर्स ने दो वरिष्ठ अधिकारियों के हवाले से कहा कि सॉवरेन रेटिंग घटने की आशंका से यह सीमा 4.5 लाख करोड़ रुपए तक रखी जा सकती है। फिच ने मंगलवार को चेताया था कि फिस्कल आउटलुक कमजोर होने से भारत की रेटिंग पर दबाव बढ़ सकता है। एक अधिकारी ने कहा कि हम पहले ही जीडीपी के 0.8% के बराबर पैकेज दे चुके हैं। अभी जीडीपी के 1.5 से 2% तक के पैकेज की गुंजाइश है।

अर्थव्यवस्था में सुधार के विकल्पाें पर चर्चा में एमएसएमई अहम है। इस सेक्टर का जीडीपी में योगदान एक तिहाई से ज्यादा है। यह 11 करोड़ लोगों को रोजगार देता है। इसमें तेजी के बिना अर्थव्यवस्था में सुधार संभव नहीं। सूत्राें के अनुसार सरकार छोटे काराेबारियाें काे 100% तक गारंटी वाला लाेन देने पर विचार कर रही है। उद्योग के आधार पर यह गारंटी 25 से 100% तक रह सकती है। बैंकाें ने सरकार से कहा है कि छोटे काराेबाराें को असुरक्षित लाेन नहीं देंगे।

मोरेटोरियम तीन महीने और बढ़ाए आरबीआई

  • दूसरे पैकेज की रूपरेखा को अंतिम रूप दिया जा रहा है। इसमें छाेटे काराेबारी, किसानों और प्रवासी श्रमिकों जैसे वर्गों के लिए घाेषणाएं होंगी।
  • बुरी तरह प्रभावित उड्डयन, हाॅस्पिटेलिटी, ऑटाेमाेबाइल, रियल एस्टेट और लाॅजिस्टिक्स काे राहत के लिए इंतजार करना पड़ सकता है।
  • अधिकारियाें के अनुसार आर्थिक गतिविधियां कुछ हद तक सामान्य हाेने के बाद ही इन सेक्टराें के साथ-साथ अन्य बड़े उद्याेगाें के लिए भी घाेषणाएं की जाएंगी।
  • 40 दिन से लॉकडाउन के कारण अर्थव्यवस्था में ठहराव आया हुआ है। इस दौरान 2.9 लाख करोड़ रुपए के नुकसान का अनुमान है।
  • एक अधिकारी ने कहा कि 2.1 लाख करोड़ रु। जुटाने के लिए शुरू किया गया विनिवेश कार्यक्रम शुरू होने की भी उम्मीद नहीं है।

जनधन खातों में 500 रुपए की दूसरी किस्त डाली गई

  • महिलाओं के जनधन खातों में 500 रुपए की दूसरी किस्त डाल दी गई है। सोमवार से यह रकम निकाली जा सकेगी। खातों के आखिरी अंक के हिसाब से तय सारणी के अनुसार ही बैंकों में जाना होगा।
  • आरबीआई अधिकारियों ने एसबीआई समेत 8 सरकारी बैंकों के अधिकारियों के साथ चर्चा की। बैंकों ने अनुरोध किया कि मोरेटोरियम राहत तीन महीने और बढ़ाई जाए। सभी सेग्मेंट में लोन के लिए वन टाइम रीस्ट्रक्चरिंग की भी मंजूरी दी जाए।
