नागरिकता कानून:दिल्ली में हिंसमामले के दौरान 3 बस जलाई गई पब्लिक प्रॉपर्टी का नुकसान

नई दिल्ली। नागरिकता संशोधन कानून के विरोध में कई जगह भारी विरोध देखने को मिल रहा है। कई जगह तो प्रशासन को हिंसात्मक विरोध का सामना भी करना पड़ा। रविवार को दिल्ली में पुलिस को कुछ इसी तरह के विरोध का सामना करना पड़ा। यहां प्रदर्शनकारियों ने 3 डीटीसी बसों को आग के हवाले कर दिया, 100 प्राइवेट वीइकल, 10 पुलिस बाइकों को जलाकर राख कर दिया गया। इसके अलावा पश्चिम बंगाल में भी वाहन जलाने के साथ तीन रेलवे स्टेशन, पोस्ट ऑफिस और बैंक में भी खूब तोड़फोड़ की गई। विडंबना यह है कि इस पब्लिक प्रॉपर्टी का निर्माण पब्लिक के पैसे से ही होता है, पब्लिक ही इसे नुकसान पहुंचाती है और फिर इसकी जवाबदेही भी किसी की नहीं होती है।

पब्लिक प्रॉपर्टी को नुकसान पहुंचाने से पहले कोई कुछ भी नहीं सोचता
ऐसे मामलों में दोष साबित करने की दर महज 29।8 प्रतिशत है। यह अपने आप में साफ इशारा है कि पब्लिक प्रॉपर्टी को नुकसान पहुंचाने से पहले कोई क्यों कुछ भी नहीं सोचता। साल 2017 के आखिर तक ऐसे मामलों के 14,876 केस देश की कई अदालतों के सामने पेंडिंग थे। हरियाणा, उत्तर प्रदेश और तमिलनाडु ऐसे केसों में सबसे आगे हैं। अकेले इन तीन राज्यों में करीब 6300 केस पब्लिक प्रॉपर्टी को डैमेज करने के पेंडिंग हैं।

दोषियों को 6 से 10 साल की सजा
सार्वजनिक संपत्ति के नुकसान को रोकथाम अधिनियम 1984 को पहली बार हिंसक आंदोलन के बाद लाया गया था। इसमें अगजनी और हिंसक प्रदर्शन के दोषियों को 6 से 10 साल की सजा और जुर्माने का प्रावधान था। 2016 में हरियाणा में जाट अंदोलन के दौरान हुई हिंसा के बाद इस कानून में संशोधन किया गया। इसके तहत यदि कोई राजनीतिक पार्टी का नेता यह साबित कर देता है कि पब्लिक प्रॉपर्टी का नुकसान उसकी जानकारी के बगैर हुआ है तो उसे इसमें छूट मिल सकती है।
