नई दिल्ली। वित्त मंत्री निर्मला सीतारमण ने शुक्रवार को 20 लाख करोड़ रुपए के पैकेज का तीसरा ब्रेकअप बताया। आज खेती और इससे जुड़े क्षेत्रों के लिए ऐलान किए गए। वित्त मंत्री ने कहा देश के किसान ने मुश्किल परिस्थितियों का हमेशा डटकर सामना किया है। लॉकडाउन के दौरान भी किसान काम करते रहे हैं। उन्होंने कहा कि कृषि इन्फ्रास्ट्रक्चर के लिए 1 लाख करोड़ रुपए दिए जाएंगे।

वित्त मंत्री ने कहा कि कृषि में निवेश को बढ़ाने के लिए कानून में बदलाव किया जाएगा। किसानों को प्रोडक्ट बेचने में सुविधा हो, इसके लिए ई-ट्रेडिंग की सुविधा दी जाएगी। उन्होंने कहा कि इससे किसानों की आय बढ़ेगी।

कृषि इन्फ्रास्ट्रक्चर

वित्त मंत्री ने कहा- पिछले दो महीने में हमने किसानों के लिए कई कदम उठाए। पीएम किसान सम्मान के तहत पिछले दो महीने में किसानों के खाते में 18 हजार 700 करोड़ रुपए पहुंचाए गए। लॉकडाउन के दौरान 5600 लाख दूध कॉपरेटिव संस्थाओं ने खरीदा। दूध उत्पादकों के हाथों में 4100 करोड़ रुपए की रकम पहुंची।
उन्होंने बताया कि कृषि इन्फ्रास्ट्रक्चर के लिए 1 लाख करोड़ करोड़ रुपए दिए जाएंगे। इससे कोल्ड चेन, फसल कटाई के बाद प्रबंधन की सुविधाएं मिलेंगी। किसान की आय भी बढ़ेगी।

फूड प्रोसेसिंस

माइक्रो फूड एंटरप्राइजेज के लिए 10 हजार करोड़ के फंड की स्कीम है। यह क्लस्टर बेस्ड होगी। इससे 2 लाख खाद्य प्रसंस्करण इकाइयों को लाभ मिलेगा। लोगों को रोजगार मिलेंगे, आय के साधन बढ़ेंगे।

फिशरीज

मत्स्य संपदा योजना की घोषणा बजट के दौरान घोषित की गई थी। इसे लागू कर रहे हैं। इससे 50 लाख लोगों को रोजगार मिलेगा। भारत का एक्सपोर्ट बढ़ेगा। मत्स्य पालन बढ़ाने के लिए मछुआरों को नावें और नावों के बीमा की सुविधा देंगे।
समुद्री और अंतरदेशीय मत्स्य पालन के लिए 11 हजार करोड़ रुपए और 9 हजार करोड़ रुपए इन्फ्रास्ट्रक्चर के लिए जारी किए जाएंगे।

पशुपालन

केंद्रीय वित्त राज्य मंत्री अनुराग ठाकुर ने कहा- खुरपका-मुंहपका से पीड़ित जानवरों को वैक्सीन नहीं लग पा रहे। इससे किसानों को नुकसान हो रहा है। सभी भैंसों, भेड़ों और बकरियों का वैक्सिनेशन किया जाएगा।
वैक्सिनेशन में 13 हजार 343 करोड़ रुपए खर्च होंगे। इससे 53 करोड़ पशुधन को बीमारी से मुक्ति मिलेगी। जनवरी से अब तक 1.5 करोड़ गाय और भैंसों को अब तक वैक्सीन लगाए जा चुके हैं।
पशुपालन के इन्फ्रास्ट्रक्चर के विकास के लिए 15 हजार करोड़ रुपए का फंड दिया जाएगा।

हर्बल खेती

हर्बल खेती के लिए 4 हजार करोड़ रुपए मंजूर किए गए हैं। अगले दो साल में 10 लाख हेक्टेयर जमीन पर हर्बल खेती होगी।
हर्बल खेती से किसानों को 5 हजार करोड़ की आय होगी। हर्बल प्लांट की मांग दुनियाभर में बढ़ रही है। कोविड-19 के समय हमारे हर्बल प्लांट बहुत काम आए हैं।

मधुमक्खी पालन

2 लाख मधुमक्खी पालकों के लिए 500 करोड़ रुपए की योजना है। उनकी आय बढ़ेगी और लोगों को अच्छा शहद मिल पाएगा।

ऑपरेशन ग्रीन

ऑपरेशन ग्रीन के तहत TOP यानी टमाटर, आलू, प्याज योजना में बाकी सब्जियों को भी लाया गया है। TOP योजना के लिए 500 करोड़ का प्रावधान किया है।
ट्रांसपोर्टेशन में 50% सब्सिडी दी जाएगी। भंडारण के लिए भी 50% सब्सिडी दी जाएगी।

कृषि में निवेश और प्रोडक्ट की बिक्री

कृषि क्षेत्र में प्रतिस्पर्धा और निवेश बढ़ाने के लिए 1955 के जरूरी कमोडिटी एक्ट में बदलाव किया जा रहा है। इससे किसानों की आय बढ़ने की संभावना ज्यादा रहेगी।
किसान अपने उत्पाद उचित दामों पर बेच सकें, इसके लिए राज्यों के बीच आने वाली खरीद-बिक्री से जुड़ी मुश्किलें दूर की जाएंगी। ई-ट्रेडिंग की सुविधा दी जाएगी।
किसानों के पास स्टैंडर्ड मैकेनिज्म नहीं होता। हर सीजन में बुवाई से पहले ही किसान फसल के मूल्य का अनुमान लगा सके, इसकी व्यवस्था की जाएगी। वह खुदरा व्यापारियों, निर्यातकों के साथ पारदर्शिता के साथ काम कर सके, इसके लिए व्यवस्था की जाएगी।
