नई दिल्ली। 17वीं लोकसभा के पहले सत्र में साेमवार को प्रधानमंत्री नरेंद्र मोदी ने सबसे पहले शपथ ली। प्रोटेम स्पीकर वीरेंद्र कुमार मंगलवार को नवनिर्वाचित सांसदों को शपथ दिलाएंगे। इससे पहले मोदी ने कहा कि लोकतंत्र में विपक्ष का सशक्त होना जरूरी है। उनका हर शब्द मूल्यवान है, वे लोकसभा में अपने नंबरों की चिंता छोड़ दें। उम्मीद है कि सभी दल सदन में उत्तम चर्चा करेंगे। इससे पहले राष्ट्रपति रामनाथ कोविंद ने वीरेंद्र कुमार को प्राेटेम स्पीकर पद की शपथ दिलाई। कुमार मध्यप्रदेश के टीकमगढ़ से सांसद हैं।

19 जून को होगा लो।स। स्पीकर का चुनाव
अब 19 जून को लोकसभा अध्यक्ष का चुनाव हाेगा। 20 जून को राष्ट्रपति लोकसभा और राज्यसभा दोनों सदनाें की संयुक्त बैठक को संबोधित करेंगे। इसी दिन राज्यसभा के सत्र की शुरुआत हाेगी। संसद का यह सत्र 26 जुलाई तक चलेगा। 5 जुलाई को पहली बार महिला वित्त मंत्री निर्मला सीतारमण बजट पेश करेंगी।

विपक्ष की भावनाएें हमारे लिए मूलयवान – मोदी
मोदी ने कहा, ”इस चुनाव में पहले की तुलना में अधिक मात्रा में महिलाओं का वोट करना खास रहा। कई दशकों के बाद एक सरकार को दोबारा पूर्ण बहुमत के साथ और पहले से अधिक सीटों के साथ जनता ने सेवा करने का अवसर दिया। जब पांच वर्ष का हमारा अनुभव है। जब सदन चला है, तंदरुस्त वातावरण में चला है तब देशहित के निर्णय भी अच्छे हुए हैं। आशा करता हूं कि सभी दल उत्तम प्रकार की चर्चा, जनहित के फैसले और जनआकांक्षाओं की पूर्ति की दिशा में आगे बढ़ रहे हैं इसका विश्वास।”

प्रतिपक्ष के लोग नंबर की चिंता छोड़, विपक्ष को करे सशक्त

तीन तलाक समेत कई अहम बिल आएंगे
इसमें तीन तलाक समेत कई महत्वपूर्ण बिल भी पेश किए जाएंगे। इस सत्र में पिछली सरकार के समय लागू 10 अध्यादेशों को रद्द कर उनके स्थान पर विधेयक पास कराना भी जरूरी है। साथ ही पिछली लोकसभा के साथ रद्द हो चुके 46 विधेयकों को भी आवश्यक बदलाव करके लाया जाएगा। हालांकि, इस बारे में राष्ट्रपति के अभिभाषण के बाद ही सरकार स्थिति स्पष्ट करेगी।

4 जुलाई को आर्थिक सर्वेक्षण, 5 जुलाई को आम बजट
17 जून: साेमवार काे 17वीं लाेकसभा के पहले सत्र की शुरुआत हाेगी।
18 जून: पहले 2 दिन प्राधानमंत्री समेत 543 नए सांसदों की शपथ होगी।
19 जून: नए लोकसभा अध्यक्ष का चुनाव होगा। यह 17वां स्पीकर होगा।
20 जून: लोकसभा और राज्यसभा के संयुक्त सत्र में राष्ट्रपति का संबाेधन।
4 जुलाई: वित्त मंत्रालय का आर्थिक सर्वेक्षण आएगा।
5 जुलाई: नई सरकार का पहला आम बजट आएगा।

अध्यक्षता करेेगा काैन
लाेकसभा का सबसे वरिष्ठ सदस्य प्राेटेम स्पीकर बनता है। हालांकि इस बार ऐसा नहीं हुआ है। इस बार वीरेंद्र प्राेटेम स्पीकर हैं। वे 7वीं बार लाेकसभा पहुंचे हैं। प्राेटेम स्पीकर की अध्यक्षता में ही लाेकसभा अध्यक्ष और उपाध्यक्ष चुना जाता है।

स्पीकर का चुनाव
बहुमत दल का सदस्य ही बनता है लाेकसभा का काेई भी सदस्य किसी का नाम प्रस्तावित करता है। उसकाे सहमति से या वोटिंग के जरिए चुना जाता है। इस बार सरकार को पूर्ण बहुमत है, इसलिए जिसका भी नाम प्रस्तावित किया जाएगा, वही अध्यक्ष बनेगा।
