नई दिल्ली। दिल्ली में आबकारी नीति में अनियमितताओं की सीबीआई जांच की सिफारिश के बाद आम आदमी पार्टी सरकार और उपराज्यपाल के बीच एक-दूसरे पर भ्रष्टाचार के आरोप लगाने का सिलसिला जारी है। अब तक उपमुख्यमंत्री मनीष सिसोदिया पर आरोप लग रहे थे लेकिन अब बारी दिल्ली के मुख्यमंत्री की आ गयी है। हम आपको बता दें कि दिल्ली के उपराज्यपाल वी.के. सक्सेना ने दिल्ली सरकार के मुख्य सचिव से उस शिकायत पर ‘‘आवश्यक कार्रवाई’’ करने को कहा है, जिसमें मुख्यमंत्री अरविंद केजरीवाल पर हरियाणा में बेची गई उनकी तीन संपत्ति का ‘‘कम मूल्य’’ बताने के जरिये ‘‘कर चोरी’’ करने का आरोप लगाया गया है। उपराज्यपाल कार्यालय के सूत्रों ने यह जानकारी दी। हालांकि, आम आदमी पार्टी के सूत्रों ने कहा कि ‘‘पैतृक संपत्ति’’ को ‘‘कलेक्टर रेट’’ के अनुसार बेचा गया था। आप सूत्रों ने कहा, ‘‘कलेक्टर रेट के अनुसार स्टाम्प शुल्क की पूरी राशि का भुगतान कर दिया गया है। किसी भी गलत कार्य का सवाल नहीं उठता है? आप सूत्रों ने कहा कि हालांकि, अगर उपराज्यपाल चाहें तो वह सीबीआई, प्रवर्तन निदेशालय (ईडी) या किसी अन्य से जांच करा सकते हैं।’’
जहां तक केजरीवाल के खिलाफ इस शिकायत की बात है तो आपको बता दें कि सूत्रों ने कहा है कि दिल्ली लोकायुक्त को संबोधित शिकायत की एक प्रति इस साल 28 अगस्त को उपराज्यपाल कार्यालय को भी मिली थी। शिकायतकर्ता के नाम का खुलासा किए बिना सूत्रों ने कहा, ‘‘उपराज्यपाल ने आगे की आवश्यक कार्रवाई के लिए मुख्य सचिव को शिकायत भेजी है।’’ शिकायतकर्ता ने आरोप लगाया है कि तीन संपत्ति, दो केजरीवाल की और एक उनके पिता की, उनकी पत्नी के जरिए बेची गई। शिकायतकर्ता ने आरोप लगाया कि भिवानी में तीन शहरी वाणिज्यिक भूखंडों को 15 फरवरी, 2021 को 4.54 करोड़ रुपये के बाजार मूल्य पर बेचा गया था, लेकिन कागज पर इसका बहुत कम मूल्य अंकित किया गया और 72 लाख 72 हजार रुपये बताया गया। शिकायतकर्ता ने आरोप लगाया कि लेनदेन में स्टाम्प शुल्क में 25.93 लाख रुपये और पूंजीगत लाभ कर के रूप में 76.4 लाख रुपये की ‘‘चोरी’’ शामिल है।
वहीं भाजपा ने कहा है कि एक पूर्व आईआरएस अधिकारी के रूप में केजरीवाल निश्चित रूप से जानते हैं कि लेन-देन को कम आंकने और कर से बचने का क्या मतलब है। वहीं कांग्रेस की प्रदेश इकाई ने इस मामले की सीबीआई से जांच कराने की मांग की है। कांग्रेस की प्रदेश इकाई के वरिष्ठ प्रवक्ता डॉ. नरेश कुमार ने एक बयान में कहा कि मुख्य सचिव दिल्ली सरकार के तहत काम करते हैं और ऐसे में लोगों को उनसे निष्पक्षता की उम्मीद नहीं है। उन्होंने कहा, ”इस मामले की जांच सीबीआई से होने पर ही सच्चाई सामने आ सकती है।”
वहीं आम आदमी पार्टी के सांसद संजय सिंह ने दावा किया है कि दिल्ली के उपराज्यपाल वी.के. सक्सेना जब खादी एवं ग्रामोद्योग आयोग के अध्यक्ष थे, तब उन्होंने कारीगरों को भुगतान करने के लिए करोड़ों रुपये का गबन किया। संजय सिंह ने उपराज्यपाल को ‘‘तत्काल’’ बर्खास्त करने और केंद्रीय एजेंसियों द्वारा उनके खिलाफ जांच की मांग की। संजय सिंह ने एक संवाददाता सम्मेलन को संबोधित करते हुए उपराज्यपाल द्वारा उन्हें भेजे गए मानहानि नोटिस को यह कहते हुए फाड़ दिया कि इस तरह के नोटिस न तो उन्हें डरा सकते हैं और न ही उन्हें ‘‘सच बोलने’’ से रोक सकते हैं।
