नई दिल्ली। बीजेपी चीफ अमित शाह गृह मंत्रालय का प्रभार संभालते ही ऐक्शन में दिख रहे हैं। सूत्रों के मुताबिक होम मिनिस्टर अमित शाह जम्मू-कश्मीर में परिसीमन आयोग के गठन पर विचार कर रहे हैं। सूबे में आखिरी बार 1995 में परिसीमन किया गया था, जब गवर्नर जगमोहन के आदेश पर जम्मू-कश्मीर में 87 सीटों का गठन किया गया। जम्मू-कश्मीर विधानसभा में कुल 111 सीटें हैं, लेकिन 24 सीटों को रिक्त रखा गया है। जम्मू-कश्मीर के संविधान के सेक्शन 47 के मुताबिक इन 24 सीटों को पाक अधिकृत कश्मीर के लिए खाली छोड़ गया है और बाकी बची 87 सीटों पर ही चुनाव होता है। बता दें कि जम्मू-कश्मीर का अलग से भी संविधान है।

राज्य के संविधान के मुताबिक हर 10 साल के बाद निर्वाचन क्षेत्रों का परिसीमन किया जाना चाहिए। इस तरह से जम्मू-कश्मीर में सीटों का परिसीमन 2005 में किया जाना था, लेकिन फारुक अब्दुल्ला सरकार ने 2002 में इस पर 2026 तक के लिए रोक लगा दी थी। अब्दुल्ला सरकार ने जम्मू-कश्मीर जनप्रतिनिधित्व कानून, 1957 और जम्मू-कश्मीर के संविधान में बदलाव करते हुए यह फैसला लिया था।

2011 की जनगणना के मुताबिक सूबे के जम्मू संभाग की आबादी 53,78,538 है और यह प्रांत की 42.89 फीसदी आबादी है। प्रांत का 25।93 फीसदी क्षेत्रफल जम्मू संभाग के अंतर्गत आता है और विधानसभा की कुल 37 सीटें यहां से चुनी जाती है। दूसरी तरफ कश्मीर घाटी की आबादी 68,88,475 है और यह प्रांत की 54.93 फीसदी हिस्सा है। यहां से कुल 46 विधायक चुने जाते हैं। इसके अलावा लद्दाख में 4 सीटें हैं और यहां से विधानसभा के लिए 4 विधायक चुने जाते हैं।

एससी-एसटी आरक्षण पर किया जा सकता है विचार

सूत्रों के मुताबिक केंद्र सरकार यहां इसलिए परिसीमन पर जोर दे रही है ताकि एससी और एसटी समुदाय के लिए सीटों के आरक्षण की नई व्यवस्था लागू की जा सके। घाटी की किसी भी सीट पर आरक्षण नहीं है, लेकिन यहां 11 फीसदी गुर्जर बकरवाल और गद्दी जनजाति समुदाय के लोगों की आबादी है। जम्मू संभाग में 7 सीटें एससी के लिए रिजर्व हैं, इनका भी रोटेशन नहीं हुआ है। ऐसे में नए सिरे से परिसीमन से सामाजिक समीकरणों पर भी प्रभाव पड़ने की संभावना है।
