देश में फंसे प्रवासी मजदूरों, पर्यटकों और छात्रों को उनके घर जाने की मिली मंजूरी, फैसले से लोगों को राहत

नई दिल्ली। देश में कोरोना संक्रमण के चलते लॉकडाउन के 35 दिनों बाद केंद्र सरकार ने प्रवासी मजदूरों को बड़ी राहत दी है। सरकार ने कहा कि देश के विभिन्न हिस्सों में फंसे हुए प्रवासी मजदूर, छात्र और पर्यटक अपने-अपने घरों को जा सकते हैं। इसके लिए राज्य सरकारें बसों का इंतजाम करेंगी। गृह मंत्रालय ने इसका आदेश बुधवार को जारी कर दिया है। मंत्रालय ने 6 प्वाइंट्स की गाइडलाइन राज्यों को भेजी है। इसमें बताया गया है कि सरकारें इन फंसे हुए लोगों को कैसे उनके घर तक पहुंचाने का काम कर सकती हैं। एक रिपोर्ट के अनुसार, सरकार के इस फैसले से देशभर में फंसे करीब 10 लाख से ज्यादा मजदूरों, छात्रों, श्रद्धालुओं, सैलानियों को राहत मिलेगी।

मंत्रालय ने राज्यों के लिए 6 प्वाइंट की जारी की गाइडलाइन

  • सभी राज्य और केंद्र शासित राज्य सरकारें मजदूरों, छात्रों और पर्यटकों को घर भेजने के लिए नोडल अथॉरिटी गठित करें। यही अथॉरिटी अन्य राज्य सरकारों के साथ बातचीत करके फंसे हुए लोगों को भेजने और उन्हें वापस बुलाने का काम करेगी। अथॉरिटी की जिम्मेदारी होगी कि वह फंसे हुए लोगों का रजिस्ट्रेशन कराएं।
  • अगर कहीं पर कोई समूह फंसा हुआ है और वह अपने मूल निवास स्थान जाना चाहता है तो राज्य सरकारें आपसी सहमति के साथ उन्हें छूट दे सकतीं हैं।
  • फंसे हुए लोगों की पूरी तरह से मेडिकल जांच होगी। बगैर लक्षण वाले को ही यात्रा करने की अनुमति दी जाएगी।
  • जिस बस में लोगों को ले जाने की व्यवस्था होगी उसे पूरी तरह से सैनिटाइज कराया जाएगा और अंदर भी लोगों को बैठाने में सोशल डिस्टेंसिंग के नियमों का पालन कराया जाएगा।
  • राज्य सरकारें फंसे हुए लोगों को उनके घरों तक पहुंचाने के लिए खुद रूट तय करेंगी।
  • घर पहुंचते ही लोगों की जांच होगी। इसके बाद सभी को 14 दिनों का होम क्वारैंटाइन में रहना होगा। इस बीच लोगों को अपने मोबाइल फोन में आरोग्य सेतु ऐप हमेशा ऑन रखना होगा ताकि उन्हें ट्रेस किया जा सके।

पहले भी छूट का ऐलान कर चुकी है सरकार
इसके पहले भी केंद्र सरकार की तरफ से लॉकडाउन के बीच कई तरह की छूट का ऐलान किया जा चुका है। केंद्र सरकार ने टेक्सटाइल, निर्माण, जेम्स एंड ज्वेलरी जैसे 15 बड़े औद्योगिक क्षेत्रों में काम शुरू करने की छूट दी है। कृषि कार्य, ग्रॉसरी की दुकानें खोलने, फल-सब्जी बेचने वाले, इलेक्ट्रीशियन-मैकेनिक को भी छूट दे रखी है। मंगलवार को ही स्वास्थ्य मंत्रालय ने सभी राज्यों को आदेश दिया था कि वह सुरक्षा उपायों के साथ अपने अस्पताल, क्लीनिक खोल सकते हैं।
