- मुख्य चुनाव आयुक्त सुनील अरोड़ा ने बताया- 1.73 लाख वीवीपैट, 46 लाख मास्क, 7.6 लाख फेस शील्ड, 23 लाख जोड़े हैंड ग्लव्स और 6 लाख पीपीई किट्स का इस्तेमाल होगा।
- 2015 में पिछले विधानसभा चुनाव के वक्त 6.7 करोड़ वोटर थे, अब 7.29 करोड़ वोटर हैं।
नई दिल्ली। चुनाव आयोग ने शुक्रवार को बिहार विधानसभा चुनाव की तारीखों का ऐलान कर दिया। 3 चरणों में चुनाव होंगे। पहले फेज में 28 अक्टूबर को 71 सीटों पर चुनाव होंगे। इसमें 16 जिले, 31 हजार पोलिंग बूथ होंगे। दूसरे फेज में 3 नवंबर को 94 सीटों पर मतदान होगा। इसमें 17 जिले, 42 हजार पोलिंग बूथ होंगे। तीसरे फेज में 7 नवंबर को 78 सीटों पर वोटिंग होगी। इसमें 15 जिले, 33.5 हजार पोलिंग बूथ होंगे। 10 नवंबर को नतीजे आएंगे।
मुख्य चुनाव आयुक्त सुनील अरोड़ा ने कहा कि 70 देशों ने चुनाव टाल दिए, लेकिन जैसे-जैसे दिन गुजरते गए न्यू नॉर्मल होता हो गया क्योंकि कोरोना के जल्दी खत्म होने के संकेत नहीं मिले। हम चाहते थे कि लोगों का लोकतांत्रिक अधिकार बना रहे। उनके स्वास्थ्य की भी हमें चिंता करनी थी। यह कोरोना के दौर में देश का ही नहीं, बल्कि दुनिया का पहला सबसे बड़ा चुनाव होने जा रहा है।
कोरोना दौर का सबसे बड़ा चुनाव, मुख्य पॉइंट
46 लाख मास्क और 46 लाख ग्लव्ज
बिहार में 243 सीटें हैं। 38 सीटें आरक्षित हैं। 7.29 करोड़ लोग वोट डालेंगे। 1.73 लाख वीवीपैट का इस्तेमाल होगा। 46 लाख मास्क, 7.6 लाख फेस शील्ड, 23 लाख जोड़े हैंड ग्लव्स और 6 लाख पीपीई किट्स का इस्तेमाल होगा।
कोरोना के चलते वोटिंग का वक्त बढ़ा
वोटिंग का समय भी बढ़ा वोटिंग का समय एक घंटा बढ़ा दिया गया है। नक्सल प्रभावित क्षेत्रों को छोड़कर सामान्य इलाकों में सुबह 7 से शाम 5 की बजाय सुबह 7 से शाम 6 के बीच वोटिंग होगी। एक पोलिंग बूथ पर 1500 की जगह 1000 वोटर आएंगे।
पहली बार नामांकन के लिए नियम तय
इस दौरान उम्मीदवार 5 की जगह 2 ही गाड़ियां साथ ले जा सकेंगे। कोरोना के जो मरीज क्वारैंटाइन हैं, वे वोटिंग के दिन आखिरी घंटे में ही मतदान कर पाएंगे।
सोशल मीडिया पर नजर
जिस जगह जरूरत और मांग होगी, वहां पोस्टल बैलट सुविधा दी जाएगी। सोशल मीडिया के गलत इस्तेमाल पर नजर रहेगी, ताकि सांप्रदायिक सद्भाव बना रहे। हेट स्पीच पर सख्ती से निपटेंगे।
2015 में साथ लड़े थे राजद और जदयू
पिछले 2015 के विधानसभा चुनाव में राजद जदयू और कांग्रेस साथ मिलकर महागठबंधन बनाया था। इस गठबंधन को 178 सीटें मिलीं थी। लेकिन, डेढ़ साल बाद ही नीतीश महागठबंधन से अलग होकर एनडीए में चले गए। इस चुनाव में एनडीए में भाजपा, लोजपा और हम के साथ जदयू भी है। वहीं, पिछले चुनाव में एनडीए का हिस्सा रही रालोसपा महागठबंधन के साथ है।
2019 लोकसभा चुनाव में 223 विधानसभा सीटों पर आगे था एनडीए
लोकसभा चुनाव (2019) में बिहार की 40 में 39 सीटें एनडीए को मिली थीं। सिर्फ एक सीट पर कांग्रेस का उम्मीदवार जीता था। लोकसभा के नतीजों को अगर विधानसभा क्षेत्र के हिसाब से देखें तो एनडीए को 223 सीटों पर बढ़त मिली थी। इनमें से 96 सीटों पर भाजपा तो 92 सीटों पर जदयू आगे थी। लोजपा 35 सीटों पर आगे थी। एक सीट जीतने वाला महागठबंधन विधानसभा के लिहाज से 17 सीटों पर आगे था। इनमें 9 सीट पर राजद, 5 पर कांग्रेस, दो पर हम जो अब एनडीए का हिस्सा हैं और एक सीट पर रालोसपा को बढ़त मिली थी। अन्य दलों में दो विधानसभा क्षेत्रों में एआईएमआईएम और एक पर सीपीआई एमएल आगे थी।
मुख्यमंत्री पद के दावेदार
नीतीश कुमार: 2010 के चुनाव में नीतीश एनडीए की ओर से तो 2015 में महागठबंधन की ओर से मुख्यमंत्री पद का चेहरा थे। इस बार फिर वो एनडीए की ओर से सीएम फेस होंगे। पिछले 15 साल से राज्य में नीतीश की पार्टी सत्ता में है। इनमें 14 साल से ज्यादा नीतीश ही मुख्यमंत्री रहे हैं।
तेजस्वी यादव: महागठबंधन की ओर से इस बार तेजस्वी यादव चेहरा हो सकते हैं। लालू यादव के जेल जाने के बाद महागठबंधन की सबसे बड़ी पार्टी राजद का चेहरा तेजस्वी ही हैं। हाल ही में, राजद के पार्टी कार्यालय के बाहर चुनाव से जुड़ा जो पोस्टर लगाया गया उसमें अकेले तेजस्वी नजर आ रहे थे। पार्टी सुप्रीमो लालू प्रसाद यादव का चेहरा पोस्टर से गायब था।
चुनाव के बड़े मुद्दे
कोरोना: कोरोना के बीच हो रहे इन चुनावों में कोरोना भी मुद्दा होगा। तेजस्वी यादव कोरोना को लेकर लगातार सरकार पर हमला कर रहे हैं। कोरोनाकाल में नीतीश कुमार के घर से बाहर नहीं निकलने को भी उन्होंने मुद्दा बनाया है। वहीं, नीतीश की ओर से सरकार द्वारा पिछले छह महीने में उठाए कदमों को गिनाया जा रहा है।
किसान और खेती: केंद्र सरकार के कृषि से जुड़े दो नए बिल भी इन चुनावों में बड़ा मुद्दा होंगे।
बेरोजगारी: राजद बेरोजगारी के मुद्दे को लगातार उठा रही है। प्रधानमंत्री के जन्मदिन को राजद ने राष्ट्रीय बेरोजगारी दिवस के रूप में मनाया। नीतीश सरकार लॉकडाउन के दौरान बिहार लौटे प्रवासियों से बिहार में ही रोजगार देने का दावा कर रही है।
विकास: जदयू और भाजपा जहां पिछली केंद्र और राज्य सरकारों की ओर से किए गए कामों को गिना रहे हैं। वहीं, राजद पिछले 15 साल में किए विकास के दावों को लगातार चुनौती दे रहा है।
प्रवासी मजदूर: लॉकडाउन के दौरान बिहार लौटे प्रवासी मजदूरों का मुद्दा भी इस चुनाव में अहम होगा। सरकार जहां इन्हें प्रदेश में ही हर संभव मदद देने की बात कर रही है। वहीं, विपक्ष प्रवासियों के लिए समुचित इंतजाम नहीं करने पर सवाल उठा रहा है।
राम मंदिर: पिछले 30 साल से चुनावी मुद्दा रहा राम मंदिर इस बार भी बड़ा मुद्दा बना रहेगा। फर्क सिर्फ इतना होगा कि इस बार भाजपा इसके शिलान्यास को अपनी बड़ी उपलब्धि के तौर पर गिनाएगी।
चुनाव प्रचार के चेहरे
