भारत और फ्रांस की नेवी का समंदर में सबसे बड़ा युद्धाभ्यास, गरजा राफेल

इंटरनेशनल डेस्क। भारत और फ्रांस की नौसेना ने शुक्रवार को हिंद महासागर में अपना सबसे बड़ा युद्धाभ्यास किया। दरअसल, रणनीतिक रूप से महत्वपूर्ण हिंद महासागर के समुद्री मार्गों पर दुनियाभर की नजरें हैं। भारत और फ्रांस, चीन के बढ़ते आर्थिक प्रभाव तथा दक्षिण चीन सागर में तनाव पैदा करने वाले इसके क्षेत्रीय दावों को लेकर चिंतित हैं। ऐसे में दोनों देशों के इस बड़े कदम को काफी महत्वपूर्ण और चीन के लिए संदेश के तौर पर देखा जा रहा है। फ्रांस के बेड़े (जिसमें उसका एकमात्र एयरक्राफ्ट कैरियर शामिल है) की कमान संभाल रहे रियर ऐडमिरल ऑलिवियर लेबास ने कहा, ‘हमें लगता है कि हम इस क्षेत्र में ज्यादा स्थिरता ला सकते हैं, जो रणनीतिक रूप से महत्वपूर्ण है और जिसमें विशेष रूप से अंतरराष्ट्रीय कारोबार को लेकर बहुत कुछ दांव पर लगा हुआ है।’ एशिया और यूरोप तथा पश्चिम एशिया के बीच ज्यादातर कारोबार (खासतौर से तेल) समुद्र के जरिए होता है। इतना ही नहीं, समुद्र अपने तेल और गैस फील्ड्स को लेकर भी काफी समृद्ध है। 

फ्रांस ने लड़ाकू विमानों का भी किया अभ्यास

भारत के गोवा राज्य के तट पर 17वें सालाना युद्धाभ्यास में भाग लेने वाला करीब 42,000 टन का ‘चार्ल्स डि गॉले’ कुल 12 युद्धपोतों और पनडुब्बियों में से एक है। दोनों देशों के छह-छह युद्धपोत और पनडुब्बियां इसमें भाग ले रहे हैं। इस अभ्यास में फ्रांस ने अपने राफेल लड़ाकू विमानों को भी उतारा। 

2001 में शुरू हुए था युद्धाभ्यास

फ्रांस के अधिकारियों का कहना है कि यह युद्धाभ्यास 2001 में शुरू हुए इस अभियान का अब तक का सबसे व्यापक अभ्यास है। हिंद महासागर में भारत का पारंपरिक दबदबा चीन के बढ़ते दबाव का सामना कर रहा है। चीन ने समुद्री मार्गों के पास युद्धपोतों और पनडुब्बियों की तैनाती भी की है। इसके अलावा ‘बेल्ट ऐंड रोड इनिशटिव’ के जरिए चीन ने कमर्शल इन्फ्रास्ट्रक्चर का एक बड़ा नेटवर्क बनाया है, जिसका भारत ने कड़ा विरोध किया है।

क्षेत्र में फ्रेंच मेरीटाइम फोर्सेज के हेड रियर ऐडमिरल डिडिएर मालटरे ने कहा कि हिंद महासागर में चीन आक्रामक देश नहीं है। उन्होंने कहा, ‘आप चीन के आसपास समुद्र में जो कुछ देखते हैं- द्वीपों पर उसके दावे, हिंद महासागर में आप नहीं देखते हैं।’ दरअसल, फ्रेंच अधिकारी का इशारा दक्षिण चीन सागर में चीन के दावों को लेकर कई पड़ोसी देशों के साथ उपजे विवादों की तरफ था। 

आर्थिक और दोहरे उद्देश्य क्या है

टॉप अफसर ने कहा कि राष्ट्रपति शी चिनफिंग द्वारा नए सिल्क रोड ट्रेड रूट्स का निर्माण, जिसमें हिंद महासागर भी शामिल है, वास्तव में एक रणनीति है जो मुख्य रूप से आर्थिक और शायद दोहरे उद्देश्य को लेकर है। हालांकि मालटरे ने यह साफ नहीं किया कि दूसरा उद्देश्य क्या हो सकता है। उन्होंने यह जरूर कहा कि अगले 10 से 15 वर्षों में ऐसे हालात बन सकते हैं जिससे तनाव पैदा हो सकते हैं, हां चीन सागर की तरह बड़े निश्चित रूप से नहीं होंगे। 

फ्रांस ने युद्धपोत भेजकर चीन को किया नाराज़

पिछले महीने फ्रांस ने ताइवान जलडमरूमध्य में अपना एक युद्धपोत भेजकर चीन को नाराज कर दिया था। चीन की नेवी ने शिप को इंटरसेप्ट किया और पेइचिंग ने इस पर एक आधिकारिक विरोध भी जताया था जबकि फ्रांस ने जोर देकर कहा कि वह अपने नौवहन की स्वतंत्रता का इस्तेमाल कर रहा था। फ्रेंच डिप्लोमैट्स ने यह भी कहा है कि उस घटना का हिंद महासागर में अभ्यास से कोई कनेक्शन नहीं है।
