GDP रफ़्तार में 2018-19 की चौथी तिमाही में बड़ी गिरावट

नई दिल्ली। दूसरी बार बने प्रधानमंत्री नरेंद्र मोदी और उनकी टीम ने एक बार फिर सरकार की भाग-दौड़ की कमान अपने हाथो में ली और इसी दौरान सरकार को आर्थिक मोर्चे पर पांच साल का सबसे बड़ा झटका लगा। विगत वर्ष 2018-19 की चौथी तिमाही में देश की आर्थिक वृद्धि 5.8 फीसदी पर अटक गई है। सकल घरेलु उत्पाद (जीडीपी) की वृद्धि दर भी घटकर पांच साल के न्यूनतम स्तर 6.8 प्रतिशत रह गई है। 2 साल बाद एक बार फिर भारत इस मामले में चीन से पिछड़ गया है। आखिर ये नौबत आई क्यों? आगे की राह कैसी होगी? इन सवालों के जवाबों को तलाशने की कोशिश करनी होगी। अगर GDP के आंकड़ों में गिरावट की बात करें तो कुछ अंतरराष्ट्रीय और घरेलू कारक इसके लिए जिम्मेदार है। एनबीएफसी संकट, प्राइवेट बैंकों का धंधा मंदा रहने और चौथी तिमाही में कम सरकारी खर्च की वजह से भी जीडीपी के आंकडे़ फिसले हैं।

एग्रीकल्चर, माइनिंग और मैन्युफैक्चरिंग सेक्टर में गिरावट

दुनिया में छठे सबसे बड़े ऑटो मैन्युफैक्चरर के रूप में उभरने और स्मार्टफोन प्रॉडक्शन बढ़ने के बावजूद मैन्युफैक्चरिंग सेक्टर का प्रदर्शन खराब रहा है। मैन्युफैक्चरिंग सेक्टर का ग्रोथ रेट चौथी तिमाही में 3.1 फीसदी रहा, जोकि 2018-19 की समान अवधि में 6.9 था। इसके अलावा एग्रीकल्चर और माइनिंग सेक्टर की वृद्धि दर कम रही है। एग्रीकल्चर, फॉरेस्ट्री और फीसरीज सेक्टर की वृद्धि दर वित्त वर्ष 2018-19 में 2.9 फीसदी रही जबकि पिछले साल यह 5 फीसदी थी। माइनिंग सेक्टर की वृद्धि दर 1.3 फीसदी रही जबकि उससे पिछले साल यह 5.1 फीसदी थी।

सुभाष चंद्र गर्ग का कहना

आर्थिक मामलों के सचिव सुभाष चंद्र गर्ग ने कहा कि मार्च 2019 को समाप्त वित्त वर्ष की चौथी तिमाही में देश की आर्थिक वृद्धि दर में गिरावट एनबीएफसी क्षेत्र में दबाव जैसे अस्थायी कारकों की वजह से आई है। गर्ग ने कहा, ‘वित्त वर्ष 2018-19 की चौथी तिमाही में नरमी नॉन बैंकिंग फाइनैंस कंपनीज (एनबीएफसी) सेक्टर में दबाव के कारण फंडिंग प्रभावित हुई है।’

निजी निवेश समेत पूंजी निवेश में तेजी की उम्मीद

मौजूदा वित्त वर्ष की पहली तिमाही में भी विकास दर कम रह सकती है। सरकार ने भी यह माना है की दूसरी तिमाही के बाद ही रफ्तार बढ़ पाएगी। गर्ग ने कहा, ‘चालू वित्त वर्ष 2019-20 की पहली तिमाही में भी आर्थिक वृद्धि दर अपेक्षाकृत धीमी रहेगी और दूसरी तिमाही से इसमें तेजी आएगी।’ उन्होंने आगे निजी निवेश समेत पूंजी निवेश में तेजी की उम्मीद जताई।

वित्त वर्ष 2018-19 की आखिरी तिमाही के आधार पर भारत दुनिया का सबसे तेज आर्थिक विकास दर वाला देश नहीं रहा। अब इसकी जगह चीन ने ले लिया है। इस तिमाही में भारत की वृद्धि दर 5.8 फीसदी रही तो चीन की आर्थिक विकास दर 6.4 फीसदी रही है। हालांकि, गर्ग ने कहा कि सालाना आर्थिक वृद्धि (6.8%) के आधार पर भारत दुनिया की तीव्र वृद्धि वाली अर्थव्यवस्था बना हुआ है।
