नहीं बढ़ा सका डेडलाइन तिथि
सूत्रों के मुताबिक फ्रांस, रूस और इंग्लैंड आपसी सहमति से चीन की डेडलाइन बढ़ाने पर सहमत हो गए थे। डेडलाइन बढ़ाने पर सहमति के बाद भी चीन जिस तिथि तक डेडलाइन को ले जाना चाह रहा था, उस पर सहमति नहीं बनी थी। हालांकि, अमेरिका की तरफ से अप्रैल में ही इस डेडलाइन को तय कर चीन की तरफ से लिखित आश्वासन के लिए दबाव बनाया गया था।
चीन ने दी लिखित स्वीकृति
भारत ने अमेरिका को यह संकेत दे दिए थे कि चीन की तरफ से वीटो इस्तेमाल के स्थान पर भारत कुछ समझौतों के साथ ही सही, लेकिन अब यह प्रक्रिया पूरी करना चाहता है। भारत चीन के फिर से वीटो प्रयोग करने के कारण अभी तक के सभी प्रयासों को खारिज करने के लिए तैयार नहीं था। इसके बाद अमेरिका ने अप्रैल के आखिरी सप्ताह से आगे इंतजार नहीं करने की बात दोहराई।
चीन ने संशोधित तिथि 6 मई की दी। लेकिन अमेरिका ने इस पर सहमति नहीं जताई और आखिरकार 1 मई की डेडलाइन तय कर दी गई। इसी दिन मसूद अजहर को वैश्विक आतंकी घोषित कर दिया गया। पता चला है कि पिछले सप्ताह ही चीन ने लिखित स्वीकृति दे दी थी। सूत्रों के अनुसार चीन के साथ समझौता इस आधार पर हो सका क्योंकि चीन इसे यूएनएससी में वोट के लिए नहीं ले जाना चाहता था।
