नई दिल्ली। मोदी सरकार टेलिकॉम स्पेक्ट्रम के लिए अब तक की सबसे बड़ी नीलामी करने की योजना बना रही है। अनुमान है कि 5G स्पेक्ट्रम की नीलामी की वैल्यू 6 लाख करोड़ रुपये होगी। इन स्पेक्ट्रम की नीलामी के बाद किफायती 5जी सर्विसेज की शुरुआत हो सकेगी। इनमें ग्रामीण इलाकों में फाइबर-टू-द-होम (FTTH) इंटरनेट को पहुंचाना भी शामिल है।
टेलिकॉम मामलों के फैसले लेने वाला सर्वोच्च संस्थान डिजिटल कम्युनिकेशंस कमीशन (DCC) ने इस योजना को सप्ष्ट किया। इस साल के आखिर तक करीब 8,600 मेगाहर्ट्ज के मोबाइल एयरवेज की नीलामी सरकार करेगी। इनमें टेलिकॉम सर्विसेज के मौजूदा व्यवस्था के लिए स्पेक्ट्रम भी शामिल होंगे। इसके अलावा नई 5जी सर्विसेज के स्पेक्ट्रम भी होंगे।
टेलिकॉम सेक्रेटरी और डीसीसी के चेयरपर्सन अरुणा सुंदरराजन ने हमारे सहयोगी टाइम्स ऑफ इंडिया को बताया कि अगर सभी स्पेक्ट्रम को रिजर्व दामों में भी बेचा जाता है, तो भी सरकार को कम से कम 5.8 लाख करोड़ रुपये नेट मिलेंगे।

हालांकि, सरकार का आइडिया इस स्पेक्ट्रम नीलामी से ज्यादा से ज्यादा रेवेन्यू पाना नहीं बल्कि यह सुनिश्चित करना है कि टेलिकॉम सर्विसेज पहले से ज्यादा बेहतर हों। डीसीसी ने ट्राई से पिछले चरणों में स्पेक्ट्रम बिक्री के कमजोर रहने के कारणों के बारे में पूछा है। गौर करने वाली बात है कि ट्राई ने पहले ही नए चरण की नीलामी के लिए रिजर्व दामों का सुझाव दिया है।
स्मार्ट कारों और स्मार्ट शहरों के लिए 5जी का इस्तेमाल हो
टेलिकॉम मिनिस्ट्री के एक शीर्ष अधिकारी ने पब्लिकेशन को बताया कि ट्राई को सभी सिफारिशों को एक बार दोबारा देखना चाहिए ताकि यह पता लगाया जा सके कि मौजूदा सिफारिशें प्रधानमंत्री के ‘सभी के लिए ब्रॉडबैंड’ विजन को सुनिश्चित करती हैं या नहीं। टेलिकॉम मंत्रालय के अधिकारी ने कहा, ‘हमें यह सुनिश्चित करना है कि 5जी का इस्तेमाल न केवल स्मार्ट कारों और स्मार्ट शहरों के लिए हो, बल्कि दूसरी सर्विसेज जैसे ग्रामीण इलाकों में स्वास्थ्य और शिक्षा के लिए भी यह काम आए।’
चीनी कंपनी नीलामी प्रक्रिया में हिस्सा ले सकती है
हालांकि, अभी यह स्पष्ट नहीं है कि चीनी कंपनी हुवावे नीलामी प्रक्रिया में हिस्सा ले सकती है या नहीं। सरकार की कोशिश यह सुनिश्चित करने की है कि टेस्टिंग फेज के लिए रेगुलर टेलिकॉम ऑपरेटर्स (रिलायंस जियो, भारती एयरटेल, वोडाफोन-आइडिया) की जगह स्पेक्ट्रम नीलामी में एरिक्सन, नोकिया और सैमसंग जैसी कंपनियां भी हिस्सेदार बनें।

मंत्रालय के अधिकारी ने बताया, ‘हम चाहते हैं कि स्टार्टअप और एजुकेशनल संस्थानों के पास भी 5जी टेस्ट ट्रायल का ऐक्सिस होना चाहिए। 5,000 रुपये की वन-टाइम लाइसेंस फीस के साथ एक साल के लिए ट्रायल स्पेक्ट्रम देने के अलावा, हम एक टाइम-बाउंड (ऐप्लिकेशन) क्लियरेंस मैकनिज्म पर विचार कर रहे हैं।’
