हिंदुस्तान में साल दर साल एक के बाद एक डरावने, भयानक, त्रासद एवं वीभत्स अग्निकांड हो रहे हैं, जो असावधानी एवं लापरवाही की निष्पत्ति होते हैं। एक अग्निकांड दिल्ली के करोलबाग स्थित होटल अर्पित में मंगलवार की भोर में हुआ, जहां सतरह लोगों की जान चली गयी है। इस अग्निकांड की काली आग ने कितने ही परिवारों के घर के चिराग बुझा दिए। कितनी ही आंखों की रोशनी छीन ली और एक कालिख पोत दी कानून और व्यवस्था के कर्णधारों के मुँह पर। ये मौतें इसलिए हुईं, क्योंकि जिन पर भी इस होटल को नियम-कायदे के हिसाब से चलाने देने की जिम्मेदारी थी उन सबने हद दर्जे की लापरवाही, असावधानी एवं गैर जिम्मेदारी का परिचय दिया। इसीलिए इस अग्निकांड को हादसा कहना उसकी गंभीरता को कम करना है। यह हादसा नहीं, जिम्मेदार लोगों की आपराधिक लापरवाही है। भ्रष्ट, लापरवाह एवं लालची प्रशासनिक चरित्रों के स्वार्थ की पराकाष्ठा है। अव्यवस्था की अनदेखी कैसे घातक एवं त्रासद परिणाम सामने लाती है, इसका एक डरावना एवं खौफनाक उदाहरण है।
हर घटना में कोई न कोई ऐसा संदेश छिपा होता है, जिस पर विचार करके हम भविष्य के लिए चेत सकते हैं। अर्पित की इस कलंकित करने वाली दुखद दुर्घटना में भी कई सबक छिपे हैं। सवाल यह है कि क्या हम उन पर गौर करेंगे? क्या भविष्य के लिये सचेत एवं सावधान होंगे?अर्पित होटल जैसे हादसे तभी होते हैं जब भ्रष्टाचार होता है, जब अफसरशाह लापरवाही करते हैं, जब स्वार्थ एवं धनलोलुपता में मूल्य बौने हो जाते हैं और नियमों और कायदे-कानूनों के उल्लंघन में संवेदनाएं दब जाती है। आग क्यों और कैसे लगी, यह तो जांच का विषय है ही लेकिन अर्पित होटल को तो उसके मालिक ने मौत का कुआं बना रखा था। आखिर क्या वजह है कि जहां दुर्घटनाओं की ज्यादा संभावनाएं होती है, वही सारी व्यवस्थाएं फेल दिखाई देती है? सारे कानून कायदों का वहीं पर स्याह हनन होता है। यही कारण है कि जिस अर्पित पैलेस होटल को चार मंजिला होना चाहिए था वह छह मंजिला बना लिया गया था और जिसमें सुरक्षा के सभी उपाय होने चाहिए थे उसमें आपातकालीन द्वार एक तो संकरा था और दूसरे उस पर ताला जड़ा हुआ था। इस होटल में आग पर काबू पाने के कोई अग्नि शमन उपकरण थे ही नहीं, आग से बचाव के प्रबंध भी दिखावटी थे।
यही कारण रहा कि बचाव के उपाय नाकाफी साबित हुए। इस होटल में आग का कहर उपहार सिनेमाघर में घटे भयावह अग्निकांड की याद दिलाने वाला ही नहीं, यह भी बताने वाला है कि देश की राजधानी में व्यावसायिक गतिविधियां किस तरह इंसान का जीवन लीलने वाली हैं। हर बड़ी दुर्घटना कुछ शोर-शराबें के बाद एक और नई दुर्घटना की बाट जोहने लगती है। सरकार और सरकारी विभाग जितनी तत्परता मुआवजा देने में और जांच समिति बनाने में दिखाते हैं, अगर सुरक्षा प्रबंधों में इतनी तत्परता दिखाएं या वास्तविक दुर्घटनाओं की संभावनाओं पर सख्ती बरते तो दुर्घटनाओं की संख्या घट सकती है। लेकिन ऐसा नहीं हो रहा है, क्यों नहीं हो रहा है, यह मंथन का विषय है। अर्पित होटल में आग लगने के कारणों की जांच के आदेश क्या प्रभावी होंगे? कब इस बुनियादी बात को समझा जाएगा कि अगर ऐसे स्थल नियम-कानूनों के साथ सुरक्षा उपायों की घोर अनदेखी करके चलेंगे तो वे तबाही का कारण ही बनेंगे? यह नाकारापन ही है कि बेतरतीब शहरी ढांचे और सार्वजनिक सुरक्षा की उपेक्षा तब हो रही है जब उन्हें सर्वोच्च प्राथमिकता देनी चाहिए।
शहरी ढांचे का नियमन करने वाले न केवल नियोजित विकास की अनदेखी कर रहे हैं, बल्कि सार्वजनिक सुरक्षा को भी ताक पर रख रहे हैं। यही कारण है कि कभी किसी होटल में आग लगने से तबाही मचती है तो कभी किसी अस्पताल अथवा कारखाने में। कभी किसी पब में तो कभी किसी फैक्टरी में। राष्ट्रीय अपराध रिकॉर्ड ब्यूरो (एनसीआरबी) के आंकड़े बताते हैं कि भारत में हर साल 22,000 से 24,000 लोगों की मौत आग या इससे जुड़ी घटनाओं की वजह से होती है। ब्यूरो के मुताबिक, यह अपने देश में अकाल मौत का दूसरा सबसे बड़ा कारण है। आग इसलिए भी इतने लोगों के जीवन लील रही है, क्योंकि हमने बड़ी-बड़ी अट्टालिकाएं तो खड़ी कर लीं, मगर जीवन रक्षा के उपायों को उपेक्षित छोड़ दिया।
‘अग्निकांड’ एक ऐसा शब्द है जिसे पढ़ते ही कुछ दृश्य आंखांे के सामने आ जाते हैं, जो भयावह होते हैं, त्रासद होते हैं, डरावने होते हैं। जीवन का हर पल दुर्घटनाओं का शिकार हो रहा है। दुर्घटनाओं को लेकर आम आदमी में संवेदनहीनता की काली छाया का पसरना हो या सरकार की आंखों पर काली पट्टी का बंधना-हर स्थिति में मनुष्य जीवन के अस्तित्व एवं अस्मिता पर सन्नाटा पसर रहा है। इन बढ़ती दुर्घटनाओं की नृशंस चुनौतियों का क्या अंत है? बहुत कठिन है दुर्घटनाओं की उफनती नदी में जीवनरूपी नौका को सही दिशा में ले चलना और मुकाम तक पहुंचाना, यह चुनौती सरकार के सम्मुख तो है ही, आम जनता भी इससे बच नहीं सकती। मनुष्य अपने स्वार्थ और रुपए के लिए इस सीमा तक बेईमान और बदमाश हो जाता है कि हजारों के जीवन और सुरक्षा से खेलता है। दो-चार परिवारों की सुख समृद्धि के लिए अनेक घर-परिवार उजाड़ देता है।ऐसा लगता है कि दिल्ली के शासन-प्रशासन ने पुरानी घटनाओं से कोई सबक सीखना उचित नहीं समझा।
इससे भी शर्मनाक बात यह है कि अभी भी ऐसा नहीं लगता कि जरूरी सबक सीख लिए गए हैं। दिल्ली सरकार और नगर निगम के आला अफसरों के बयान कर्तव्य की इतिश्री करते ही अधिक दिखते हैं। दिल्ली में केवल अर्पित होटल ही नहीं, अनेक ऐसे क्षेत्र हैं जहां अवैध रूप से ऐसी व्यावसायिक गतिविधियां चल रही हैं जो मानव जीवन के लिए जानलेवा हैं। वेश्यालयों में देह व्यापार से मन्दिरों में देह का धंधा समाज के लिए इसलिए और भी घातक है कि वह पवित्रता की ओट में अपवित्र कृत्य है। इंसान का जीवन कितना सस्ता हो गया है। अपने धन लाभ के लिये कितने इंसानों के जीवन को दांव पर लगा देता है। इंसानों की जान की जिम्मेदारी एवं उसकी सुरक्षा उन अधिकारियों की है जिन्हें कानून एवं कायदों को अमलीजामा पहनाना होता है। लेकिन मालिकों से ज्यादा दोषी ये अधिकारी और कर्मचारी हैं।
अगर ये अपनी जिम्मेदारी को पूरी ईमानदारी से निभाते तो उपहार सिनेमा अग्निकांड नहीं होता, नन्दनगरी के समुदाय भवन की आग नहीं लगती, पीरागढ़ी उद्योगनगर की आग भी उनकी लापरवाही का ही नतीजा थी, बवाना की फैक्टरी की आग भी ऐसी ही त्रासदी थी। बात चाहे पब की हो या रेल की, प्रदूषण की हो या खाद्य पदार्थों में मिलावट की-हमें हादसों की स्थितियों पर नियंत्रण के ठोस उपाय करने ही होंगे। तेजी से बढ़ता हादसों का हिंसक एवं डरावना दौर किसी एक प्रान्त या व्यक्ति का दर्द नहीं रहा। इसने हर भारतीय दिल को जख्मी किया है। इंसानों के जीवन पर मंडरा रहे मौत के तरह-तरह की डरावने हादसों एवं दुर्घटनाओं पर काबू पाने के लिये प्रतीक्षा नहीं, प्रक्रिया आवश्यक है। स्थानीय निकाय हो या सरकारें, लाइसेंसिंग विभाग हो या कानून के रखवाले- अगर मनुष्य जीवन की रक्षा नहीं की जा सकती तो फिर इन विभागों का फायदा ही क्या? कौन नहीं जानता कि ये विभाग कैसे काम करते हैं।
