नई दिल्ली। भारत की बढ़ती आबादी का आलम यही रहा तो 2059 तक देश की आबादी बढ़कर 1.65 बिलियन हो जाएगी। आबादी के मामले में तो भारत 2027 में ही चीन को पछाड़ देगा। यूएन की ओर से वर्ल्ड पॉप्युलेशन प्रॉस्पेक्ट 2019 रिपोर्ट के अनुसार, आनेवाले दौर में सब-सहारा अफ्रीकी देशों की जनसंख्या तेजी से बढ़ेगी। दूसरी तरफ विश्व के अन्य हिस्सों में बढ़ती उम्र वाली आबादी चिंता का कारण होगी।

2019 से लेकर 2050 तक विश्व की आबादी जिस लिहाज से बढ़ेगी उसमें आधे से अधिक की वृद्धि सिर्फ 9 देशों के कारण होगी। रिपोर्ट के अनुसार, नाइजीरिया, पाकिस्तान, कांगो, इथियोपिया, तंजानिया, इंडोनेशिया, इजिप्ट और अमेरिका ये 9 देश हैं जिनका आबादी वृद्धि में आधे से अधिक का योगदान रहेगा। रिपोर्ट में यह भी कहा गया है कि वैश्विक स्तर पर औसत जीवन उम्र बढ़ी है और प्रजनन क्षमता में गिरावट दर्ज की गई है। इन कारणों से विश्व के सामने उम्रदराज आबादी का संकट भी भविष्य में बढ़ने जा रहा है।

जन्म देने की क्षमता में गिरावट दर्ज की गई
पिछले कई दशक से लगातार प्रति महिला बच्चों को जन्म देने की क्षमता में गिरावट दर्ज की गई है। 1960 से अब तक में इसमें 50% की गिरावट दर्ज की गई है। 1960 में प्रति महिला 5 बच्चे की प्रजनन क्षमता थी जो अब घटकर 2.5 तक रह गई है। इसी दौरान में प्रति व्यक्ति औसत आयु में बड़ी वृद्धि हुई। 1960 में औसत आयु 52.5 वर्ष था जो अब बढ़कर 72.6 साल हो गए।

पलायन के कारण जनसंख्या आंकड़ों पर पड़ रहा असर
जनसंख्या में ठहराव या कमी का कारण सिर्फ प्रजनन क्षमता में गिरावट भर नही हैं। अर्थव्यवस्था में सुधार, तकनीकी आधुनिकीकरण और शिक्षा के स्तर में सुधार के साथ स्त्री और पुरुष दोनों के लिए आधुनिक गर्भनिरोधक उपायों को अपनाने की सुविधाओं में विस्तार हुआ है। इसके साथ ही प्रवासी संकट भी एक कारण है जिससे विभिन्न देशों में जनसंख्या के स्तर में कमी या वृद्धि देखी जा रही है। 2010 से 2020 के बीच कुछ देशों की जनसंख्या में वृद्धि दर्ज की गई है और इसका कारण बड़ी संख्या में प्रवासियों का आना है। दूसरी तरफ कुछ ऐसे देश हैं जहां लोगों के दूसरे देशों में जाकर बसने के कारण जनसंख्या आंकड़ों पर असर पड़ा है।

2059 तक 27 देश ऐसे होंगे जिनकी आबादी 1% तक कम होगी
2017 की रिपोर्ट के अनुसार, 2100 तक विश्व की कुल आबादी बढ़कर 11.2 बिलियन तक हो सकती है, कुछ देशों के लिए यह अच्छी खबर जरूर है। 2010 में 27 ऐसे देश थे जहां आबादी में 1% तक की गिरावट देखी गई थी। यूएन रिपोर्ट के अनुसार, ‘2019 से 2050 के बीच ऐसे 27 देश अथवा क्षेत्र हैं जिनकी आबादी 1% की दर से कम हो सकती है। 55 ऐसे देश हैं जहां आबादी में 10% तक की गिरावट दर्ज हो सकती है। इस दौरान चीन की आबादी में बड़ी गिरावट देखी जाएगी और यह करीब 31.4 मिलियन (2.2%) तक की गिरावट दर्ज की जा सकेगी।’
